My understanding is that you can emigrate there if you have vital skills (engineering, etc) or lots of money to invest. Interestingly, you also must speak English competently.
That could be adjusted here, perhaps. Maybe include a service component. If a member of the immediate family serves in armed forces, or Teachamerica or something similar, the family may stay and become citizens. One could also easily argue that agricultural skills (ie picking tomatoes in the hot sun) are vital here - let people with those skills start the process of at least becoming legal residents.
