what the Steele Dossier represents?...i.e. not a detailed final report, but rather something akin to what our own FBI would use (i.e. a '302 Form)...special agents record what they are being told by witnesses during an investigation...the substance of the memoranda can be true or false, but the recording of information is (or should be) accurate. In that sense, notes taken by a special agent have much in common with the notes that a journalist might take while covering a story...again, it's not a fully assessed and vetted product.
