Why not the 3rd country? Clearly Ukraine is much more likely than US, and even more likely than Russia to do this.
Ukraine, if you follow the Ukraine-Russia war closely and objectively, has evolved into terrorist attack. US/NATO trained a lot of Ukrainian special forces.
Of course Ukrainians can't do this alone. They need help, they need partner which I believe is deep state of US including CIA. I am not sure if Biden admin know it or not. I tend to believe at least a few his admin members may know it.
