everywhere. A town/university/whatever has an initial wave of infections, a slow down/lull, and then a secondary spike which is much more pronounced than the initial wave. The 2nd wave hurts. We went from averaging about 10-15 patients a day in our hospital back in the early Summer last year, went through a lull where it was down for a couple of months, and then by Thanksgiving/Christmas we were running about 80/day inpatient at close to max capacity. As of this morning, we are down to 11 cases inhouse.
