What made China different from US and other countries is their ability to keep track of those who tested positive because of their advanced mobile technology that relies on scanning QR codes and an app. The goal is to curb the spread of the coronavirus by indicating who can go where.
But, what happened recently is Chinese lockdown protests. Chinese didn't protest contact tracing. What NYT talked about is lockdown, not contact tracing. We know NYT actually wants to implement Chinese style contact tracing. The left on this board all advocate contact tracing. Most rightists against it. But contact tracing is a different topic. Now the issue is lockdown. Again, there is not much difference on any lockdown.
I think you have no idea how strongly Chris supported lockdown and against reopen back then. Check the old posts.
