There's no risk of this happening because it would be counterproductive for them to do it. It would be contrary to some other aspects of their foreign policy. That's your argument? Weak.
Why do we have a military when it would be counterproductive for any nation to attack us? Why does that military spend a good portion of it's budget on preparing for a nuclear first strike when it would be counterproductive for a nation to launch one?
Do you lack the imagination to wonder about the effects of an EMP attack on our civilian infrastructure? Could that not happen before sn invasion of Taiwan to debilitate our response? Do you think we'd launch a nuclear counterattack if China loudly claimed their balloon malfunctioned and they didn't mean to knock out the grid in 30% of America?
