Always triple evacuation order distances, at a minimum.

Not sure what the order was in this case, but that dude (kid?) should probably not be standing there.

(On a sort of related note)... But, by all means, we should ship more oil by diesel engines on rail than by pipeline. Worse for the environment when it works, and the absolute worse for the environment when it doesn't. Environmentalists are morons, and don't actually seem to care about the environment, given the policies they promote.
