out of the batter's box without permission from the umpire (considered a time out if they do) and a batter may
only ask for time out once every three at bats. The pitcher may begin his delivery immediately after receiving
the ball from the catcher. (The onus is now on the opposing benches to keep a record of the batters)
Picks up the pace from the stupid antics of batters adjusting batting gloves, getting a new bat, stuffing
a wad of chewing tobacco in his face, playing with his shoes, and so on. Once the pitcher steps on
the mound he is automatically required to get in a set position to begin his motion and may not delay.
If either player deviates from that, it becomes an automatic strike or ball depending upon who it is.
No time clock required just an umpire's discretion. That should speed things up. (they should tinker with
that)
I can't watch baseball as it is. Too much BS and a complete waste of time.
