A protest is not a riot. And a call for protest is not inciting a riot.
As far as interpretation, I'll side with you when some prosecutor brings charges on "inciting a riot" for these tweets. Aside from that, it's just Trump being Trump. Not sure why you still let him get you riled up for tweets.
