My opinion is that there were a lot of really stupid and shortsighted decisions that were made. Not many people understood how dangerous it was to essentially cede the underwriting decisions to a bunch of analysts at ratings agencies. I'm sure there were some instances of fraud, but not enough to result in many prosecutions...and I do believe the DOJ was highly motivated to look for some scalps.
