Ukraine wasn't out and about...they were home in bed, and the murderers broke into the house. You want the home owner to turn over the house to the murderer, after he kills some of his kids. This is an unreasonable position.
You, as neighbor, can decide whether or not to help:
1) Maybe you like the murderers and think they will be better neighbors, so you do nothing.
2) Maybe you fear the murderer coming to your house next, so you offer a gun.
3) Maybe you think the murderer should be punished, but you are not capable of helping actively, so you just offer a gun.
3) Maybe you are a pacifist, and you will just always do nothing.
Regardless of your decision above, blaming the home owner for the murderer coming into his house is not reasonable.
Blaming your victimized neighbor for asking you for help is not reasonable.
Blaming your victimized neighbor so that you don't feel bad for not helping is not reasonable.
Make your decision: help or not. But don't blame the neighbor for your decision. The decision to ask is his, and it is a reasonable decision. The decision to help or not help is yours; don't blame your neighbor for your choice.

If you pay attention, you will see that I haven't even argued that you must help the victim. I'm just suggesting that getting angry at the victim is totally unreasonable, misdirected anger.
