It is an office dictated by the Constitution so it's not as if Trump can appoint anyone.
So Vance will be the President of the Senate. Trump doesn't "appoint" him. And the only power the President of the Senate has is to vote in the event of a tie vote.
Vance may serve as Trump liaison to the Senate and House but he doesn't have any power over legislation per se.
