As for deregulation...list a few of them. Note that DJT put a Coal Industry lobbyist in charge of the EPA...not exactly what those living near coal plants wanted. Note that the EPA was instituted under the Nixon administration due to serious environmental concerns...I recall the dense smog in the LA basin...and the subsequent clean air once the EPA guidelines were imposed...it has saved lives and improved citizens' health, without question...Trump apparently doesn't care about that...his focus is solely on making his friends wealthier.

Finally, wrt the ACA mandate and federal tax penalty...it's much more complicated than you know (see explanation in the linked article)...before the ACA was enacted, Mitt Romney had a mandate and penalty for Massachusetts modeled after a Heritage Foundation plan...plus, the ACA model took into account the experiences of several other countries who use mandates and penalties. It's how insurance works...if you let people "freeload" the economics of the system fail.
