Why would Biden Adm need to tell Ukraine this? What was Ukraine planning instead?

Either it was an unnecessary order put into the media for PR since Ukraine was going to do it anyways as soldiers numbers dropped.

Or Ukraine was expecting soldiers from a different source.

Or, Ukraine felt it could use a different weapon advantage.

Seems weird for us to be needing to tell them that.
