Look at the leverage that the LA firestorm has given Trump.

He can offer federal help to rebuild in return for dramatic changes on a whole slew of issues... like reforming the insurance regulation scheme and the water storage and distribution system and the building permitting process and environmental regulations and sanctuary city status, etc.

Justification: without these reforms it will happen again and the rest of the country will not stand for another bailout.

And if the Dem establishment demurs or even dilly dallies.... the public will turn on them.... which will probably happen anyway.
