A couple of key points brought up:

Natural gas powered generators. A highly needed technology when power is cut.

Reservoirs under maintenance during this time of year is a big issue.

There is no water shortage. LA and most of SoCal have issues pumping enough water through the system at times of desperate need.

Another key point that I didn’t hear mentioned is the Santa Ana winds. Nothing can be done when a fire starts in gale force scenarios.
