It is an American tradition that inaugurations are held outside the Capitol, witnessed by thousands who have traveled far to see the passing of the baton.

Yes. Washington can sometimes be very cold in January. See Reagan getting sworn in for his second term in 1985 and Obama in 2009.

Many hearty and hardworking Americans and US military personnel will be working outdoors amidst frigid weather next week. It is who we are as a nation.

But not Trump. Soft entitled non hacker.
