I overpaid a significant amount one year and was eventually able to get it back. It took 2 years.

I filed an amended return with the correct amount. Getting a hold of someone was impossible. The people I did speak to all said something different. Someone was assigned to review my amended return and they basically closed it with out any notification. In the end their math did not match my revised math, but the pain and agony of dealing with them was worth it.
