The Ukrainians sought membership in 2008 but there was no consensus to allow them in. They were told they
could be a member but it didn't happen. - Note - Putin did not attempt to invade for 6 years.

Latvia, Lithuania and Estonia had all joined in the early 2000"s.

Albania, Bulgaria, Montenegro, North Macedonia, have all joined after 2008 without much fanfare from
the Russians. Because of the invasion it forced Sweden, Finland, Slovakia, Slovenia and Romania to join NATO
starting at the end of 2017.

Sure, Putin doesn't want NATO expansion because it's a threat to communism and the Russian political ideology but
the Ukrainians had already been told years ago NATO, was in their future - all they needed to do was to show a stable government
willing to have a democracy foundation. Putin isn't afraid of NATO; he just needs to have a war to deflect from the
thieving, and corruption by him and his oligarch pals. A needed shift in national moral.
Russia had become a pariah in sporting events (the Olympics) and were being beaten by global corporate interests. He was losing
his grip on the masses of Russia. War was the answer and who else to go to war with - the Nazi Ukrainians.
