In his view, the impact of this message requires no more investment than a plane ticket, while acting legislation would be too time-consuming and expensive. I don’t think he cares about potential court rules against him, as he has already instilled fear among immigrants. Ultimately the courts are likely to declare his deportation plan unconstitutional. He has a better understanding of the system than most realize. He reminds me of a child who steals a cookie from the jar; he has taken what he wanted, and no punishment can return the cookie.
