Asian Americans are just a small group of people. They don't represent the whole Asians.

The Bell Curve's data is based on Asians in America. It would be a sampling bias/selection bias if using that data to draw a conclusion on the whole Asians outside America.

I may agree the Asian immigrants in US perhaps have higher IQ which is very understandable. If you're mediocre it's hard to survive in America as immigrants.
