The trade deficit with Vietnam is not a national security issue. Which is what Trump claimed it was to invoke emergency powers.

We are going to continue to import more from Vietnam than we sell to them. And both sides benefit.

The TPP was the real way to address that relationship. And his Trumpness fucked that up too.
