Our trade measures have to be global because measures in one country might simply result in trade diversion, shifting trade from one country to another, and do little to change the overall trade deficit. Vietnam is a perfect example. Most of their exports to us actually are from China. They simply assemble parts or package the products and export from Vietnam to US.
