So, the Border would have remained open and totally unsecured. We wouldn't be attacking wasteful spend at the Federal level.

But the rest of the stuff you mentioned wouldn't likely be a big difference, because they'd involve Congress, and the swing states she'd have needed to win didn't really come into play in tipping the Congressional balance other than Pennsylvania.
