Without getting into the silliness of the word games and moving goalposts you're trying to wiggle through, the fact is that this bill doesn't solve the issue. In fact, as I've noted clearly, it directly allows the issue to become much, much worse before any real actions to legitimately secure the border are taken. Read the bill.

Frankly, the fact that you like is evidence enough.
