Ah. So Congress acts. He doesn't do it himself. Granted, Congress hasn't done that since 1996.

Passed a budget in the normal course, that is. Continuing resolutions and last minute funding of the government is not "a budget." Funny to see people who supported more spending year after year get upset at Trump doing so.
As for me, I have been upset at Dems & GOP spending more year after year, and I will be upset at Trump if he continues to do that. I've been nothing but consistent on spending.
