We have the tech to take down the cartels.

We can track them like we tracked IED bombers in Iraq. We just have to commit. Within 6 months, the cartel members would be hiding in holes, hoping the locals don't turn them in. Trade in drugs would halt. That's when their civil servants might develop some backbone.

But, we can't arrest the cartel members and give them the rights of US citizens. We would have to kill the cartels in place.
