agree, it is definitely not a great system.

when districts were originally implemented, the populace was not nearly as mobile as it is today, so levelling representation was much easier (and fairer).

now, the populace is very fluid, very heterogenous, making district design a nightmare.

add in political parochialism and you have a dumpster fire.

not sure what the answer is. maybe virtual districts based on ai-assigned demographics vs. topographical boundaries.

needs to be fixed somehow, though.
