Each sentence ends with raising their tone/volume button. It sounds more like a question than a sentence.

Instead of just saying, "My friend and I went to the beach. Traffic was heavy. We stopped at a fruit and vegetable stand." It's "My friend and I went TO THE BEACH????? .... Traffic was HEAVY????? .... We stopped at a fruit and VEGETABLE STAND????"

It's as if the person they are speaking with might smack them for saying something offensive. Hence, they are reluctant to speak in a decisive normal manner. Each sentence of the narrative is like gently dipping another toe into the water.
