Maybe a U.S. military base on its western edge, or the capacity to put geosynchronous satellites in orbit on the border, or something. But, Putin can't be allowed to take territory then ramp things back up the next time the U.S. administration is pro-conflict, which is what I'd worry about if I were Ukraine.
