It's an interesting way to run the railroad, and it's difficult to tell whether it's the natural result of bureaucracies falling prey to their own power interests, or an intended strategy to replace capitalism with something else.
I find it difficult to conclude the latter because the Democratic party is largely a party of incompetent idiots, but maybe those behind the Democratic party aren't.
