He is always talking to the next person. After he talks to one side, he immediately starts talking to the other side in the press. You can interpret him as changing his course based on the previous conversation, but I think the course always remains the same, and he is just trying to steer the next person immediately...he doesn't wait for a private meeting which might take days or weeks to set up.
Again, the odd thing is that he negotiates in public, so he takes multiple positions, in public (because that's how you negotiate...start at one point, and move to another point, to allow the other side to save face, hopefully meeting at a point we can be satisfied with). Not what I would do necessarily (the public part), but it seems to work.
