cartels runners makes their business a lot harder to carry out as well.

This won't fix it. Cartels have usurped power in Venezuela (and likely Mexico though that is not as clear).
Nothing short of a Venezuelan incursion would address that.

It is just a battle in the war, but at least we are now actually fighting.
