Some might argue that while Biden himself didn't direct anything related to those prosecutions, they were absolutely part of the overall leftist agenda. Democrat governors trying to keep him off the ballot, federal prosecutors in blue-friendly districts not only hunting down charges to bring against him but literally promising to do exactly that in their election campaigns. The same D.A.'s who extol the soft-on-crime policies and "reimagined justice systems" aimed to maximize charges, sentences, and penalties against Trump.
Whether it originated with Biden himself is largely irrelevant to this argument.
