That reason is to temper the House majority, and encourage compromise in crafting more meaningful legislation.
The voters will be loud ‘n clear if the minority’s use of the filibuster is to advance an unpopular or unreasonable agenda. That is, the minority runs the risk of being blamed for using the filibuster to obstruct legislation. In this instance, the Democrats feel comfortable that Americans have their backs.
Americans simply want the GOP to recognize that the filibuster exists for a reason.
