You can't talk about Venezuela and oil tankers without adding China...and U.S. dependency on imports

of "Sour Crude" from places like...Venezuela. I.e. U.S. refineries aren't set up for the "Sweet" crude we produce through Fracking...it's much more cost effective to sell what we produce, and import what we need. Trump's sanctions aren't helping resolve the problem...ergo, the belligerence we're seeing...in short..."It's Complicated".
