Your only 'contribution' is nit-picking over details on some future legislation that will take months of negotiation by many experts. It's frankly ludicrous to get into such minutia here on the Open Forum...but I suspect you're well aware of that path down the rabbit hole.
So, let's stay at the 'Policy Level' discussing Goals and Objectives...i.e. Achieving National Gun Death levels on par with developed democracies like Australia, Germany, UK, Japan, etc. And since all of them have utilized major restrictions on gun ownership, including bans on Assault Weapons....that is unless you're content with the Status Quo.
