...of government are simply too weak or too cowardly to respond to all this purported executive branch overreach. Why does the GOP congress just let this happen?!

While all sorts of conspiracy theories help the GOP hardcore explain the timidity of Boehner and McConnell and the rest of the congressional leadership, I'd like to remind you that the simplest explanation is usually correct: maybe they know that while they can complain politically, in constitutional terms, what Obama is doing is just fine. They know there is nothin illegal. they stoke the fires among the idiot masses to win the political argument, but they have no constitutional legs to stand on.

Overreaction is the bread and butter of the idiot.
