I think the concept of "legality" is ambiguous at best when applied between sovereign nations. Legality is usually decided by the victors.
Regarding this case, look at some other similar examples for comparison: Was it "legal" to arrest Noriega? ...or Saddam Hussein?
Was it "legal" to attack Qadaffi to effect regime change in Libya?

If you don't think arresting Maduro was legal, how would you remedy the situation?...like we do in the US, by letting the arrestee go? Would you support releasing Maduro and reinstating him as the leader of Venezuela?
