Also, it's been a long term issue for CBP/ICE use of deadly force in arrest situations...far too often, agents used an unsafe tactic of purposely standing in front of suspect vehicles, and if they moved at all, the agents would shoot to kill while claiming the need to 'Defend' themselves...thus the training guidelines were made specific...DON'T Do That.
