Concentrate of the rest of the country, which actually welcomes deportation of illegals, especially criminals.

Let the illegals flock to and crowd into the venues that "appreciate" them.

One of two things will happen:
a) the local residents will tire of the burden of tolerating and paying for them
b) the local residents will begion leaving these locales for illegal free ones.
