Looking at the history of the income tax is interesting in that it started like most similar taxes: a tax that most significantly impacted the top 1%, but then spread to the rest of the wage earning population, becoming increasingly regressive for low wage earners over time.

Same thing will happen with things like CA’s wealth tax, if it ever takes effect.
