the COVID pandemic hit. SF depends heavily on tourism, both domestic and international...so the city suffered severe economic distress when travel abated...then, because of many people working from home (e.g. my BIL's law firm attorneys)...building occupancy dropped, leading to less use of restaurants, etc, etc.
The city is rebounding, but it's going to take time for it to recover and get back to pre-pandemic revenue levels...and Dems were in City Hall, too.
