It may be a factor in a rapidly developing scenario when coupled with other factors that a reasonable cop, based upon training protocols, has justification that the motorist poses a legitimate threat.
But, shooting a motorist merely because they fail to comply with a cop’s order does not justify the use of deadly force. The common denominator in those “bad shoot” cases is that the “threat” is the color of one’s skin versus objective factors.
I watch a ton of body camera and MVR footage. Sometimes there is a Tower of Babel moment where the motorist struggles to process the commands. Well trained professional police easily navigate the encounter without losing their shit and shooting the motorist.
