The GI Bill is still in effect and remains a primary educational benefit for U.S. veterans, service members, and their families. Currently, the program's most utilized form is the Post-9/11 GI Bill, which has accounted for more than 80% of all GI Bill spending annually since 2013.
Program Funding and Participation
Total taxpayer funding for GI Bill programs exceeded $12 billion in 2024, assisting more than 900,000 individuals. Spending on these programs has increased significantly over the last two decades, growing nearly 250% in inflation-adjusted terms between 2007 and 2017.
FY 2025 Estimates: The program is projected to expend over $10 billion to benefit approximately 600,000 individuals.
Historical Context: Between 2009 and 2019, the federal government budgeted nearly $100 billion for the Post-9/11 GI Bill alone.
Overall VA Budget: For the broader fiscal year 2026, the Department of Veterans Affairs (VA) has requested $301.2 billion in mandatory funding for all benefit programs, which includes readjustment benefits like the GI Bill.
Current Status and Recent Expansions
The GI Bill continues to evolve through legislative updates and court rulings:
"Forever" GI Bill: For those whose service ended on or after January 1, 2013, benefits no longer have an expiration date. For those discharged before this date, the Post-9/11 GI Bill typically expires after 15 years.
Increased Entitlement (Rudisill Decision): Following a 2024 Supreme Court ruling, approximately one million veterans who earned both Montgomery and Post-9/11 GI Bill benefits through separate service periods may now be eligible for up to 12 additional months of assistance.
Benefit Rates (2026-2027): Starting August 1, 2026, the maximum yearly rate for private or foreign schools will increase to $30,908.34.
VET TEC Program: The VA recently extended the Veteran Employment Through Technology Education Courses (VET TEC) program through 2031 to support high-tech career training.
