I wouldn't cut salaries (which I consider the GI Bill to essentially be), but I would reduce staff. Every department and bureau should cut its spending overall.

You don't seem to understand that the national debt is an existential threat. You want to increase spending and increase taxes...eventually, there will be no solvent government to make the payments you want to make, unless we start cutting. That tells me you aren't really serious about the programs you tout (or you are not smart enough to think this all through), since your plan would end spending for them when the government and our currency fail. You are just trying to have your party be in power when that happens so you can take advantage of that.
