On the one hand, I see your point and agree with it.

On the other, I wonder if term limits will make our federal bureaucracy even less accountable, as bureaucratic pros manipulate the system while Congress turns over.

Then again, Congress isn't regulating the bureaucracy anyway, as we've seen with the foreign aid.
