driven means of population based redistricting...only to be rebuffed by the GOP, which enables calls from the White House to states like Texas telling them to not wait until the next census, to immediately change their district map so that it adds additional safe Republican districts.

Under the Dem plan...whoever the citizens of those fairly drawn districts choose gets elected...just the way our Constitution intended.
