Because you want the illegals to vote seems the most obvious answer. The rest of your concerns are simply made up.

These nondriver ID's are free where I live, they are a minimal charge in a few states. We could all agree to make them free.
They can only be obtained by American citizens. They are accepted at polling places.

You just lost your excuse.
