That is, if both sides lived up to their promises.

One side did. We didn’t.

Trust me on this one, Eli. Or don’t. But keep in mind that I teach a class called “weapons of mass destruction” - which, as I tell students, is a great class to take if you hate people.

I know a little about arms control.
